Immediately after the Nazis came to power in Austria in March 1938, Jews were excluded, humiliated and persecuted. The opportunities for leaving the country were few. Harassment, abandonment of all property and the fact that many countries sealed off their borders made any prospect of escape more difficult. China was the only country that did not require a hard to obtain visa, but the German authorities still required an exit document. Dr. Feng Shan Ho, an employee at the Chinese Consulate in Vienna, issued thousands of these saving visas against the will of the ambassador. Shanghai, the "city above the sea", thus represented the last hope of refuge for many Austrian Jews.

Bereits unmittelbar nach der Machtübernahme der Nationalsozialisten in Österreich im März 1938 wurden Jüdinnen und Juden ausgegrenzt, gedemütigt und verfolgt. Die Möglichkeiten, das Land zu verlassen, waren gering. Schikanen, Zurücklassung jeglichen Besitzes und die Tatsache, dass viele Länder ihre Grenzen abschotteten, erschwerten jegliche Aussichten zur Flucht. China war das einzige Land, für das kein schwer zu erlangendes Visum nötig war, dennoch verlangten die deutschen Behörden ein Ausreisepapier. Dr. Feng Shan Ho, ein Mitarbeiter im chinesischen Konsulat Wiens, stellte gegen den Willen des Botschafters tausende dieser rettenden Visa aus. Damit stellte Shanghai, die „Stadt über dem Meer“, für viele österreichische Juden und Jüdinnen die letzte Hoffnung auf Zuflucht dar.
