Guidelines for project funding pursuant to Sec. 2 (3) of the Federal Law on the National Fund of the Republic of Austria for Victims of National Socialism, Federal Law Gazette I no. 432/1995 as amended

Preamble

Sec. 2 (3) of the Federal Law Gazette on the National Fund of the Republic of Austria for Victims of National Socialism, Federal Law Gazette I no. 432/1995 (hereinafter NF Law) provides for funding to be awarded in support of projects:

"The Fund may likewise support projects which benefit the victims of National Socialism, contribute to the scientific research of National Socialism and the fate of its victims, to recall National Socialist injustice or to preserve the memory of its victims."

In implementation of the provisions of Sec. 2 (3) and (4) of the NF Law the Board of Trustees of the National Fund of the Republic of Austria for Victims of National Socialism issues the following guidelines for awarding project funding:

1. Purpose of the funding

1.1. General terms

On the basis of the NF Law, the National Fund can sponsor different types of project which directly or indirectly benefit the victims of National Socialism or serve to contribute to the study of National Socialism and its consequences. The planned projects for which funding is requested must pursue these aims and stand in close relation to Austria.

A legal entitlement to funding does not exist.

As a rule, funding will not be granted for projects relating to construction or infrastructure; projects undertaken by individuals and diploma theses, dissertations and similar will also, as a rule, not be awarded funding.

1.2. Projects or social programs which benefit Austrian victims of National Socialism

Projects directly benefitting the victims of National Socialism shall be given priority.

The National Fund may provide funding for any kind of project which is of immediate and direct benefit to the survivors – in particular, projects and programs with social and medical purposes. In each case, assistance shall be rendered such form as best serves the needs of the survivors.

1.3. Projects which serve research into the victims' fates or academic research on the National Socialist regime.

Academic projects

Funding may be provided for different types of academic projects or projects serving academic study, such as research projects, archive projects, conferences, symposiums or educational projects focusing on the subject of National Socialism and its consequences.

Projects which place particular emphasis on the victims' perspective in their line of inquiry and projects researching National Socialist measures of persecution to which Austrians fell victim shall be given priority.

Educational and school projects

Particular emphasis is placed on providing funding for educational projects which recall National Socialist injustices or preserve the memory of the victims by communicating knowledge of National Socialism and its consequences to a wider public and, in particular, to subsequent generations of Austrians.

Funding shall be provided for school projects, projects in the field of adult education and projects which support teachers and others active in the field of education in communicating this knowledge in Austria.

1.4. Projects safeguarding the memory of the victims and recalling National Socialist injustices

Commemoration / remembrance

Remembrance and commemoration are further points of emphasis for project funding. The National Fund supports all types of project which safeguard the memory of the victims, recall National Socialist injustice and promote a culture of remembrance. Projects awarded funding by the National Fund should reflect both memory in terms of content and its manifestation.

A key point of focus is remembrance of individuals and commemoration of the victims of National Socialism in diverse forms – for example funding is also granted for remembrance plaques and memorials or commemorative events.

2. Types of funding

2.1. One-off or recurring payments

Pursuant to Sec. 2 (4) of the GSF Law, the National Fund can sponsor projects by means of one-off or recurring payments. The total annual funding for any single project should not exceed 50,000 Euro. Social and socio-medical projects and other projects which are of immediate benefit to the survivors of National Socialist persecution are excepted from this rule.

2.2. Principle of co-sponsorship

In order to be able to provide funding for as many projects as possible, as a rule the National Fund supports projects by means of co-funding with other funding bodies.

However, in exceptional cases – above all in the case of very small-scale projects – the National Fund may be the sole provider of funding for an entire project.

3. Procedure

3.1. Applying for funding from the National Fund

The project applicant must submit a completed funding application form to the Office of the Secretary General at the National Fund; the required form shall be published by the Office of the Secretary General at the National Fund. A budget detailing confirmed and/or expected sources of financing for the total costs of the entire project must be enclosed with the application. If necessary, the National Fund may request further documents.

The Office of the Secretary General will only submit applications to the Committee for approval for projects where, on the basis of the schedule and budget, a timely completion can be expected.

3.2. Decision on approval of project funding by the National Fund

Each project application submitted will be assessed by the Office of the Secretary General at the National Fund as to its eligibility to receive funding in accordance with the NF Law.

The applications submitted are initially to be submitted by the Office of the Secretary General to the Committee of the National Fund for acknowledgement and consultation and subsequently presented to the Board of Trustees of the National Fund for decision. There is no right of appeal against the decision of the Board of Trustees.

3.3. Declaration of Undertaking

Following a positive decision by the Board of Trustees, the Office of the Secretary Genera sends a letter of approval by and two copies of the Declaration of Undertaking to the project manager. One copy of the Declaration must be signed by the project manager and returned to the Office of the Secretary General at the National Fund.

The legally binding signature on the Declaration of Undertaking is a prerequisite for the release of funds for the approved project. The project manager's obligations set out in the Declaration of Undertaking in the annex below form an integral part of these Guidelines.
